As long as your device supports Java SE and has OpenGL 2.0 drivers for the graphics processing, then yes, you can run it directly. Surface runs the full version of Win 8.x, so you can install SE to it, but other portable Windows devices may only run the Phone/mobile version. Android only runs ME (mobile edition). Apple hates Java.

Given the amount of horsepower this game can suck from a desktop processor, I don't think I want to try playing it on an Atom or any other handheld device no matter how much power it has. Haven is one of a few games that makes my computer cooling run up to full power. I'd hate to melt my tablet because the cpu overheated...
