Am I missing something? Ore smelting

So I've read around and correct me if I'm wrong in deciphering the different discussions.

When making ore into metal bars the skills steel making and metallurgy help with forging iron bars.

Iron Ochre is halfway decent ore to find.

So why, after mining 25 iron ochre, having steel making and metallurgy, did I get only 2 bars of metal.

2 bars per smelt isn't bad, you get at most 1 with heavy earth.
Iron Ochre is actually easy to find and as so pretty crappy ore, Black ore and Bloodstone are better.

Because that's how averages work. Sometimes you'll get a little bit above, sometimes you'll get a little bit below, rarely you'll get a lot more or a lot less. Average for iron ochre, if everyone is to be believed, is 2.5 bars per full smelter. This is 2.5x better than Heavy Earth which seems to average 1 bar per full smelter. It sounds like you're doing alright in terms of odds.

That's not what was being called in to question, at all. Vivikus never once implied anything other than himself doing all of the work. Okocim states that Vivikus's ore has higher chance of being smelted in to a bar, but it doesn't "boost" smelting."

But the skills say in the description that it SIGNIFICANTLY INCREASE your chance at forging wrought iron.

You haven't forged wrought iron yet. You were smelting ore into cast iron. You'll need a finery forge to try to get bloom and then you can try to turn bloom into wrought iron at an anvil with a hammer equipped.
