I tested it over very long distances (7+ hours of walk away) and it has always worked like this. If you weren't inside a house (party arrows don't work at all then), you only had to move a tile or two to reset the arrow.

For one, the first 3 days didn't have global party arrows, you had to be close for them to show up.

Dunno. This world and all the previous worlds I played you only had to move to refresh the arrow. It might be a different bug what you experienced.
