If it was negative then adding to it would take away from it (you would need to add more than it's negative amount). It's neutral, contains of mathematical 0 (not physical though, void isn't completely empty).
Only because it's empty (as in, isn't filled) doesn't mean it's non existant. If you have an empty jar (not taking air into consideration) - does it not exist? Well no, it still takes space/area within borders of the jar.
Same goes for empty space in the Solar system. Imagine it as a jar (physically, it doesn't have borders - but logically, it does) with bodies inside (Sun, planets, rocks etc) and void. Void makes the most of it.
So yes, empty space is the biggest structure in our Solar system.
