Maybe it's the pizza guy trying to deliver your pizza. These things happens here on Brazil, but they deliver Havaianas and some swiming clothes.

Any technique to spy on a system can easily be blocked if you know what is being used. Therein lies the problem, though. The target of surveillance often doesn't know what method(s) are being employed.

The CIA has in its museum a declassified piece of tech from 50s or 60s Soviet Russia they didn't figure out for a few decades (at which point there were better passive surveillance devices). These odd antennas would show up inside things, but had no power source or transmitter, thus unable to just be detected by bug scanners. They instead only passively transmitted by reflecting UHF signals in a certain range (I believe that is still classified) and some modern tech (such as RFID) is now based on it. --note: this is what I'm pulling from memory. I can't remember what name it was given by the US agents that would find them else I'd pull up the Wikipedia article.

Besides, they have devices that would detect him trying to crawl out an underground tunnel and ultrasonic imaging systems that could pick up the tunnel unless it was deep.

Only way to avoid the tracking and surveillance now is to not be detected to begin with.

They are definitely a thing. The cost and complexity of building one is dependent on if your target is cheap commercial, "professional" commercial, police, or military. Also depends on if you just want to kill the radio signal or actually kill the drone.

Note that as far as I'm aware, all these devices are illegal in any industrialized nation that has a governing body over the use of radio frequencies. Use at your own risk.
