But now without stat cap 130% bonus has much much more effect.

How would folks feel about a base attribute point cap, for example a 40,000 point cap that can be spent as a total, again as an example you could have

Str 39,930
Agi 10
Int 10
Con 10
Per 10
Cha 10
Dex 10
Psy 10

or conversely

Str 500
Agi 500
Int 500
Con 500
Per 500
Cha 500
Dex 500
Psy 500

again equaling 40,000
