Actually, yeah thats the problem when I'll be buying Radeons.

You can make case out of delivery box that your parts come in with some duct tape and creativity. If money is an issue.

Hahahahahaha, no thanks I think my 4000 PLN parts need some proper 0.5 mm steel armor.

Most cards these days are optimized to work on high temps. Most of R9 cards normal temps were around 70-80, higher end even 90. It's not really a huge problem, so fans aren't that big of a deal.

You can also always modify your case however you want. I sawed mine when it started being too small for new GPUs. HDD can be almost freely moved around (even using gum), microATX motherboards fit into any ATX case. You can also leave your case open, temps should drop significantly, but you'll have to clean it up more often (in opposed to never).

Also are those parts enough to run witcher 3 on ultra @ 1080p/45fps?

With those parts you can run witcher 3 with like 70-80 fps at least. With highest settings

A speculative RX 490 that would be better than GTX 1070. Highly doubtful though. Unless they release it somewhere around February.
