There are probably local shortages all over the hearthlands, my area included. If he's looking to buy coal, and there is no coal to buy, then there is a shortage.
I don't have enough leather. Why is there a leather shortage? Why do I need 10+ drying racks and tubs if I'm a hermit for normal leather production? That's absurd for a single individual. Is this intended? /s
Yeah. Sounds pretty reasonable to me.
You're still sidestepping the argument at hand. Production time for coal is quadrupled. It now takes more than 8 kilns running constantly, using to supply one smelter running constantly or two smelters running for half the day. That's a recipe for a shortage, regardless of whether he's producing alone or in a village.
Lets compare that to your slippery slope. You need 1 drying rack to supply two tanning tubs. Do you see the difference in scale here? Why not extend your argument to producing cone cows? There's obviously a shortage of branches.

In our arrogance we became accustomed to that easy life, ignoring the gods and believing such plenty to be the norm.
Because of this no temples were built in w9, and now, in w10, we're paying the price. It's your own fault, you should have prayed more.
Amen.
I think it's made of bubbles and hate.
