Non-realm members should generate less authority. That way kingdoms are incentivized to actually get people on-board with their kingdom instead of just claiming over them and just using them as a xp farm.

While that's not really enough to be more than the first step in the right direction I strongly agree that there needs to be way more incentive for kingdoms to actually get people in on the kingdom, rather than making it about claiming the hearthfires of total strangers who are just as much of an enemy as they were before.
