I think OP is wrong and the population fluctuates based on if there is a constant flow of updates.
Missing a week or 2 shrinks the population.

It have nothing to do with patch, it's standard situation for every world. Hype at the start, and than player count slowly decreases to 150-200 players average. (Somewhere near 300-350 players Ozzy start making posts about DED GAEM).
