Most people have money for any game, games are cheap. The problem is that the games are far from being top priority on their payments. It's not hard to acquire $15, the question is, is paying $15 for a verification really worth it if you're from a shitty country and don't make a lot of money?

But if you are able to afford a computer that runs HnH and a monthly internet connection to play this game a LOT (as he mentioned), then I fail to see how a one time 15$ payment can be a problem. Even that 500GO HDD thing, it's at least 5 times as expensive as the verified account where I live.

Pricing. Not all systems that can play HnH cost several hundred dollars into the thousands. Games are reasonably playable at 15-20 fps--lower in modern games tends to get a lot of input lag or other glitches that early 3D systems didn't seem to experience until you hit sub 10 fps. I could put one together out of used parts for about $150*. Some places have very cheap data services in comparison to the US, UK, Canada, Germany, etc. Most of the cost in data services is in customer service.

*Price of Parts:

CPU $50 (used AMD A6. Unsure if any earlier would run it at a decent frame rate... a few Intel might, but prices generally aren't good enough to go with for a dirt cheap build)
RAM $30 (4GB, could go with less with a small footprint OS like XP or some Linux flavors)
Case/PSU $20
HDD $50, could go cheaper (I almost always get new on these as used/refurb have significantly lower life and reliability)
Peripherals (not including monitor) $10--mouse, keyboard, speakers + microphone, optional as there's always spares laying around.
