That's just critical of the end game content though. If the only thing to do at end game is grind stats then it's not a very good end game.

It is, at 1998 for practical combat purposes (assuming 999 base, +999 bonus). There is no actual limit you can raise it for the purposes of calculating quality. That's the last I saw on it.
That cap was never actually implemented, you can raise your skills and attributes beyond 999 and many of the large faction players already did a long time ago. Wouldn't surprise me if some guys had 3k base attributes (str/agi/con) by now.
