Not really to do with "How Do I?" at this point as it is speculations. Moving to the Inn.
As for what I might think... I'm guessing it has something to do with druidic magic, so maybe credo related to build it, like maybe mystic and the proper skills (Druidic Rite)... might be completely wrong there. Wouldn't be the first time an object was added and nobody had access to actually be able to build it in a game.
