I don't know, could be evidence of a crime in progress... I'm pretty sure that before someone pushes themselves deep into a bush, they should have asked permission... I'm also not sure that it is permissible, legal or moral for one to go poking so blatantly around a bush in public.

I refuse so engage Jalpha and create yet another tl;dr thread, but I will say that I live in one of the most (if not the most) dangerous cities on Vancouver island and drug violence is a common thing. There are fights and arguments outside my window every 2-3 nights so I wouldn't say these people are harmless to have around. I find humour in it, which is why I'm laughing instead of calling police
