There's a part of the forums only visible for a small group and it's called "Inner Party" - thus the members of that group are called Inner Party - all (and ex-) moderators are members and very few others that where choosen by the devs for certain reasons...

If we were talking a serious panel for serious discussion, I'd be fine with visible to all, writeable only to invite. But think about it, they also have IRC chats with friends they decide to invite/make the info known about. No one complains about that, and it's effectively the same thing.
