Factions will still be stronger than normal villages and normal villages will still be stronger than hermits... only some more of the grinders will quit since it will become to occultic to be satisfying... and new players won't even be aware of any such innuendos.
I can't possibly conceive how reducing the economic and stat-based disparity between botting factions, normal villages, and hermits could make the game more accessible, popular, or fun. Of course the fatal flaw, as you've pointed out, is that people who grind more will *still* have stronger characters. Just not that much stronger. This truly defeats the purpose of my proposal.
There is also no value in even mentioning keeping PvE content more relevant by avoiding characters that can face tank anything and everything in the game with an afterthought.
