There should be a mandatory theoretical test for each gun purchase.
There should be a stated reason for each purchase such as hunting or sport shooting.
Also there should be a psychiatric test every second year.

Actually things are already pretty much like this in Finland.
Gun permits are only given to those who dont have any criminal background, drug problems, health issues or such.
Also valid reason for having a gun is required.
A test must be taken at least every 3 years. Currently it consists of 267 questions. It is meant to filter out maniacs and such.
Also interview with a police or even multiple ones are required.

But even if you have permit, you are not allowed to carry weapon around with you, except in shooting ranges or while hunting. Actually in Finland, you can not even carry tools around public place without permission.

Especially if its charging towards you, or already close / touching you.
