Killing the enemy leader complicates peace/surrender talks and power transfers. They won't (intentionally) kill Zelensky unless they really want a hostile annexation which leaves them with serious rebellions they would need to suppress. Having the former leader surrender gives much more legitimacy to an annexation - if that's what Russia is even after (they might settle for just Eastern Ukraine and serious concessions on Ukraine's side).
