Yes. I guess you can use magic wand on gimp to select whiteish areas. Then just use white color on your selection and you will have 100% white edges.
I guess if you have some fancier program for it or are skilled you can do it some other way.

Don't expect any magic, though. On more arbitrary images, even the Gimp doesn't automate the process particularly well, and I don't think I'll be able to do better than a dedicated image-processing program.
