In the real world, power comes from resource control. Food, water, energy etc. They use this leverage to control those who have the might and point them where they want them to be.
In a way, the farmer should be as powerfull as the warrior... as without the farmer, the warrior does not eat. Without the warrior the farmer is slain by another warrior.
But the way the system is built (a classless skill based system). Anybody can go out and farm corn, raise sheep, make cheese. Basically anybody can get an amount of a resource, then then take the higher quality resource that is produced by force later on.
I think they only way to prevent the might makes right way is to introduce a class system... even a loose one. So make it that as a warrior gets higher his/her ability to farm starts to reduce, so if they produce the food themselves they get diminishing returns. But if they specialise in warfare they will be dam good at it. Opening skills that would not be available if you where a jack of all trades hermit.
however, thats a fundamental change to the game. And would probably bring its own full set of problems... as well as the dreaded balance issues.

I'm sure you can see that, even in the event that we were planning to reset the map tomorrow, I couldn't very well let a word slip to suggest such a thing. Even mentioning that I was so much as looking at the mapgen code would probably make people flip out.
