Genuinely unsure if this was sarcasm or not :lol:

Question is after they are added to available nodes, are they dropped into specific nodes and only harvestable from those nodes?

Yes, once your node gets a resource then no other node will get that specific allotment.

So I cant wait until some faction manages to pallisade an entire mountain lol.

Most the icicles I've seen are not wall-able. So I might make an alt with just trespassing, solely to steal icicles when I see they respawn without leaving scents that go back to my hermitage. Get rekt.
