As for OP's question, I'd argue the common strategy is to pace oneself properly before only having two steps left. As for looking silly for taking unnatural steps, that only happens if you've paced yourself wrong to begin with, in case it is only natural to look a bit silly. So there's that.

So you will split difference between all steps? Then you are maybe never taking 100% steps. What if this destination goal is many miles away? How to know length of step to arrive if I can not see this end?

As a person who has been playing ALOT of Pokemon Go I can tell you that the step length i not very important. The distance in which u are approximate to a pokemon is big enough so the differens between 75-100% or even 75-150% doesn't matter much in game. Remember to curve balls before throw and always use Rasberries on pokemons in the wild with '???' stated as their cp, and ofc have fun!!
