I7s are CPUs made for video rendering and professional use. I5s are barely worse in modern games, while a lot cheaper.

Don't use hairworks. They're ugly.

It's complete bullshit on most sites. You don't need i7 to play witcher or gta. Of course if you play with something like 4k 120 hz if thats even possible you need crazy computer. But I still dont think that increasing your GRAPHICS quality would be too much more demanding for cpu as gpu mainly does the job? Fps is capped by your GPU in most cases. If you have anything better than i3 you are fine. Especially with latest i5's. In some games you might get like 5-10% improvement. But if you have like i5 and decent gpu your fps hovers around 80 in most new aaa+ games anyway. So you dont really need that 5-10% improvement. Especially as it comes with huge price tag.

Yeah that's why I ask myself a question if I even need the 1070 for 1080p gaming@60fps

If you can afford 1070 it might be good idea.
Because that thing will probably be powerful enough for most games in upcoming years.

Do I need some nice radiator casing RAMs with good timings, or will just any 4/8GB DDR4 sticks do?

I'm fairly sure coolers on RAM is wank-goods, even on the more expensive stuff. As for RAM timings, from the benchmarks I've seen it seems that tweaking RAM timings a few cycles here or there brings out at best like another 1-2% of performance. I stand to be corrected on that, though.

I have build my home pc inside ikea's kallax(actually not a kallax, but i cant remember how was named previous incarnation of this series - it has very good table to connect) with small box inside one of bottom sections:

And i have one fan in front, one from back, and big cooler on cpu. No discrete video card.

Fast RAM can have a reasonable (up to 5%) increase over the stock standard for some real life applications, for example Starcraft 2. If it costs about the same, get the fastest you can. If it costs much more, don't bother.

Remember that jcoles got a massive increase in fps in hafen recently from going to dual channel (double memory speed) and back in the days of ddr3 at least, 2133 kits would sometimes be similar in price to 1333 or 1600 mhz kits.

You must install custom watercooling for your rams. That is the very least you must do. /s
