Freeform, very similar to Haven.
You select from a set of preset building options, some of which are modular and some of which are prefabricated, and place them into the world with full rotation and either grid snap enabled or disabled.
Many object entities which aren't actual "buildings", things like tanning tubs, drying racks, bears head trophies, can also be manipulated along the Z axis.
Some of these unrestricted objects are pseudo-buildings, like a literal slab of stone, which I have seen players use enmasse to make custom constructions like bridges across waterways or ravines.
They are just as permanent as buildings, albeit much more difficult to assemble and disassemble (unless you are destroying them in sieges, then they take damage just like any other object entity, and with AOE siege weaponry, you can take chunks out of these.)
Once placed, there is a placeholder area where you load the materials into. You can press a "build" button to commit the resources to the building either once you have them all, or partially so they can't be removed from the site, just like Haven.
Some constructions, basically all the prefabbed buildings, have unfinished foundations that look like actual construction areas where materials are stored:
