There were no caps in Legacy, and I seem to recall that having a fair bit more PvP, though I'm not entirely sure why.

People had to forage curios as many were superior to the craftable curios, at least that is one of the few reasons.

People had to forage a lot, and not just curios. There were no garden pots to grow all your stuff in safely behind your walls. There's still a few things to forage, but the list is small enough, people just ignore them "because it's too rare"--eidelweiss, pearls, etc.--or "because it's just not worth the trip" when you can make almost as good at q200 farming (and better by q400 farming).

Don't you fools see? We had to gut foraging because of bots! There are tons of public foraging bots that everybody is using that just patrols 24/7 and forages and that's wildly unacceptable! I myself have 10 cupboards of pearls from my pearl bot that I run on 10 different clients at a time.

The people thinking that stat caps will make PvP more alive than it is now - There were stat caps in world 9 and it didn't increase the PvP at all, people were still scared to lose their stat cap characters and didnt PvP. Factor that contributes to the PvP being dead is that the game has trash combat system.

There was einher buff and personal beliefs change/tradition slider that helped the pvp out alot, I think you got it right back in legacy.

Growing majority isn't interested in PvP

Many ppl even don't hunt anymore because they don't like that Tactical Mini Deck Game which is "Combat"

PvP is overvalued ...

I must admit I am one of the people who play this game like Stardew valley or Farmville.
I like the relaxation of it.
