The reality of this is that you're yet another case of the strange phenomena that is "practically every legacy player has some form of constant delusion or schizophrenia".
Instead of a realistic point of "scout bots exist but aren't commonly used because @everyone'ing people 100 times for naked alts with buckets sucks", you go with PERIMETER ALARM BOTS THAT <<LOOK>> AT YOU.
There are three reasons why a scout bot would even look towards you:
1. They're trying to chat spam you.Not the case, as otherwise you would no doubt have mentioned it or taken a picture.
2. They're trying to memorize you.What exactly would be the point of thousands of memos on a disposable alt when GobIDs have been global and nearly every public client has had randomized names based off of GobID numbers for multiple years now?
3. They're trying to follow you.Same as point number 1, if this had happened, you would have called it out at minimum.
So while yes, before I believed in you that there might have been scout bots at use, the very fact that you had to over-dramatize this with your imagination assures me that DDDsDD999 was correct here, and that it was just people sitting AFK with alts, waiting for an alarm.
