Sad part is unemployment among those convicted is abysmal... like 60-70% depending on area (as high as 80-90% in some areas).
As far as the homeless and poor... there's some complaints, but the ones I know wouldn't leave for other countries. Then again, a high percentage of the homeless are mentally ill... to the point they need to be hospitalized or at least under monitoring for medication and such (then again, I think everyone should have the freedom to refuse treatments that are questionable or don't make you better, just... different.)
