Den Haag is a long way from Finland and Sweden though and the route passes through NATO member states which would obligate NATO to deploy troops.

I think Russia intends to landlock Ukraine before they withdraw from greater Ukraine to ensure Ukrainian compliance in the future and make profit from shipping.
