How exactly is R'lyeh not running this shit again?

R'yleh did have some impact in world 8 but they were raided by Odditown and Great House. I do know one of the lead member joined another prominent one. The factions that were remaining are Lords of Shadows, Core/NG+, High Garden, Great House, Ainran, and Amish, the ones that were no longer functional were R'lyeh and New Brodgar. Not sure what happened to Twin Lake though.

Ainran and the like are sitting around, looking the other way whenever R'lyeh comes around and picks their resources dry.

Acually, I picked some of AD's salt and they came and called me a fucker, then they got murdered. Then odditown tried to gank me, and failed.
