Neither point can really be proven or disproved.
Personally I like to believe that even though stereotypes are hugely exaggerated, they tend to hold some form of truth.
I just think it's silly that a lot of people would play on the

Where you know the communication language of choice for international communication has been English for quite a while.
Anybody that doesn't make an effort in communication that both parties can understand, i'd not give the time of day either. There's just no excuse for that.
Trying and not being good at it, is a completely different matter though.
I would think a dozen of times about cutting down somebody that I can understand, even if I mistrust them slightly. (mostly just letting them be on good faith, and benefit of the doubt)
Somebody that doesn't seem willing to communicate will make me twitchy and cut the thinking process to a fifth of my normal intent.
