Hopefully it won't be another year. It was supposed to be out q3 this year, but... /shrug
Will mention all the R7 and newer AMD cards support Mantle, which is (should be) a significant performance increase when compared to DX 11, but early testing against DX12 shows it may not be much, if any, improvement over Microsoft. However, there are already a few games out that support Mantle, and DX 12 is, still, waiting to come out.

As far as your CPU/Motherboard goes, memory speeds are going to be a bigger factor. If memory serves me correctly (can't be bothered to dig it up), bus speeds should be just fine for you. Newer and faster would be better, but you're likely talking 50-100 as you'll need to replace motherboard, RAM, and CPU.
While the newer CPUs have some newer tech in them, they don't run significantly faster with the exception of the bus speeds. If you want a CPU that runs that much faster, you really end up paying for it, even with used CPUs.

Basically, yeah. The rating is given based on the amperage draw from the power line. As the PSU pushes more amps out, it heats, and there's falloff in how much power output you get the hotter it is. The falloff can be a lot more than 20%, too. All the high end rigs come with oversized power supplies to A) run cooler and B) compensate for this loss of power. As I posted earlier, you should be able to find a 400W PSU for really cheap if you ask around locally. I strongly suggest this.
Of those three cards you listed, I'd look at a site like tomshardware for comprehensive performance charts. If the price is about the same, I'd go with the R7. As has been said, it's forward compatible, so even if you can't upgrade the CPU soon, you may still be able to get some life out your system for another year or so without needing to replace the GPU at the same time*. (I can tell you the R7 will outperform the HD 6570.) The 610 should be ok without replacing the PSU.
*I kept a system going for 8 years with piecemeal upgrades like this. It was cheaper over time, but there came a point when it was just better performance and not much more to start from scratch.
