There are many things that devs could do, if they just wanted more money off the game.
But they don't because they're really stubborn (or noble?) etc.

100 dollars is not that much money, at least not in developed countries like Sweden. I guess you could pay your rent for 3 days in Stockholm with that or something

If devs get caught the word would quickly spread, many people don't want to play games where devs abuse their powers. Also the forums would be spammed about the fact for rest of eternity.
I think something like this happened in salem with the new owners, and salem is basically dead now.

for 10 000 dollars I'm sure that many people would maybe even accept it, for the common good etc. (if the money was used in efforts to develop the game and not just buy a trip to the Bahamas)

You make one of your players salty. What would you do? Personally, I think PvP trolls are the scum of the fucking earth and I don't care what happens to some griefer who makes other people's lives miserable anyway. They would do it to me, they would have done this for free. That's a hundred bucks in my pocket for something that'd take me like 10 minutes of messing in debug mode to do, the best part? No-one would even be able to tell you did. Just give yourself 1k stats or some shit and q 1000 weapons and armour, slap the shit out of him, despawn your char and be done with it. Nothing they could do to stop it or prove it. Good money good game.
