Not sure if its within your budget, but Frankfurt is typically considered the go-to place for datacenters where latency matters for a global outreach for a single server. Atleast from my experience working with network guys.

I'm considering (no decision having been made yet) whether it might be time to upgrade the server hardware.

What is the current hardware and what are you considering for it? I'd be interested to hear your spec-out even if we might not be able to help you source devices.

It doesn't seem like Finland is notably better, at least. Seeing as that's the case, it's probably better to keep the servers together in Germany, if only so that the Legacy server has fast access to the account service.
