With experience with lots of different dogs including saved dogs. Discipline them whenever they make a whine or bark noise with a stern voice and a lethal stance. it may not solve the problem right away obviously but after a while you will have a better dog . my family had what we called the orange bat. it was a bat that was plastic,weighed nothing, was hollow. It didn't hurt our dog. it is impossible to even bruise someone with it. But what you do it is when they get in big trouble like get into the garbage. You hit the dog with it, but now they know what its purpose is. So whenever they whine or bark for no reason. you pick up the bat or point at it. This has worked for every dog we have had and it works greatly. Find your version of the orange bat. If you baby your pet. it will be a huge problem in the long run.
