What do you think of this setup? Do I really need the additional cooler? I hear the stock one is loud, but that shouldn't be a problem unless its jet loud.

If you don't overclock at all and don't mind noise and stuff that comes with stock one you are probably fine. I'm not sure about this exact model's stock cooler. But there is reason why people prefer not to use stock ones.
I suggest intel cpus though. I am not fan of AMD.

Well many lower budget AMD CPUs beat Intels in price/performance. And this one is only a quadcore, so modern software should service all the cores.
Though I will want to sell the 1060 in two years and buy myself a new graphics card, so not sure though :/
I think I could OC it, but then I'd probably end up having to buy a separate cooler, netting me like only 100-150 PLN gain, it's not that much and I'd probably lose it quickly in power costs.

I highly doubt that anyone would buy gtx 1060 for any goodp rice after few years. Not with too high price at least.

LOL of course it's going to be cheaper by something around 40%, I'm aware of that. Still better deal than buying a 1070 if I don't except too much FPS.

Only if you include the GPU built into some AMD APUs and compare it to the corresponding Intel iGPU, but since you're getting a discrete video card, that's not applicable anyway. In that case, there's no reason whatsoever right now to go with AMD, unfortunately. Unless you're going to be doing extremely multithreaded stuff, I'd even consider an Intel Pentium before getting an AMD CPU.

Either your monitor isn't doing something right, or your GPU isn't listening to the timing signal. They could be flat out of sync, too, by a few ms. You'd think this problem would be a thing of the past with digital monitors, but noo... companies had to make them backwards compatible with CRT tech.
