I recognize that this is a complicated issue that requires a lot of different discussions, but those two problems are literally a direct cause-and-effect situation.
On a similar note, I don't think it's completely unrelated that the Roma people are ostracized from European society - and are also perpetually unemployed with a high crime rate. When people can't work through legal means, they still have to feed themselves, so crime becomes a much more appealing option. We have a very similar situation in the United States with drug felony convictions and mass incarceration.
