I personally consider the best idea to add the possibility of auto-notification of a new world by subscription. In this case, get those who are really interested in this. And this will enable developers to focus on the size of the world (looking at stats and changes). But the mass mailing about the new world is definitely spam. Many can respond, but this is not necessarily good.

More frustration, irritation and rejection, for example?

I'm sure you get rejected alot, no matter the size of the playerbase.

I doubt that people who have left and who do not return to this game share your point of view. But this is the same "playerbase". And the increase in the playerbase is altogether naive conjectures a la "they will see changes, they will certainly like it and they will of course invite friends who will also come to ecstasy." Oh yes! For any possible requests and desires, we will answer: "This is MMO! What are you doing here, if you do not like everything? You are a troll, etc." Excellent strategy and business plan!

Then why do we have tokens and hats?

You really see those two statements as mutually exclusive or arguing just for the sake of it?

That sounds reasonable also from legal point of view. As of right now all we are agreeing when registering is:

The account will then remain linked to thate-mail address for such purposes as password resets

2d0x, can you please refrain from posting a new reply after every other reply saying 'no we shouldn't do this!'? It makes it hard to get a proper discussion going when the thread grows to five pages in a couple hours because of some stupid back-and-forth that goes nowhere. Make your points properly and then shut up until there's actually new stuff to address.

I would be thankful if someone told me a new world was about to start.

This precisely. I happen to be on the #haven IRC channel but even then I didn't hear about the upcoming reset for a week (!); if I hadn't been there I could've missed the news (and H&H would have an active player less at world start and Jorb and Loftar would miss out on a small bit of subscription money). I've also heard other players who currently aren't active say that they do kind of want to play again but that it's pointless unless it's at the start of a new world - regardless of general advertising, you at least want those people to be aware that there's a new world coming up.

To avoid spamming people who registered once to try and no longer care, an option would be to only e-mail people who have played for at least X time or people who have made a purchase at some point in the past.

Speaking of informing players who don't check the forums, though, there is currently zero in-game information on the upcoming world reset. It might be nice for players who don't check the forums to have some kind of 'the world is coming to an end' experience on login similar to what we've had in...was it world 8 or world 9, or maybe both?

The GDPR could be used as a loophole, by sending an information the data protection policies have changed.
With a link to a page that informs according to the EU directive, including an opt-in to keeping the account, an opt-in to get newsletters.

Terminate all accounts where the mail bounces with SMTP 5xx responses or the user dosn't opt-in to keep the account within a given timespan.

That sounds reasonable. The only (not so big) downside that it has to be implemented (the page with options etc) and will take dev.time from improving the world.
