Not necessarily. Truth be told, it was just as bad. Under the Persians, it was near constant war with neighbors in search of new lands to conquer (Babylonians and others prior to this were just as bad, but not at the scale the Persians were.) There was probably more peace the the Mediterranean regions under the Greek and Roman rule, but I'd hardly call it peaceful... at least not for long. The Byzantines held fairly secure borders, but the constant warring in the Holy Lands ruined any notion of a peaceful region. When the Ottomans took over, they were constantly causing problems in Europe as well as in Asia. Let's not forget to mention that the whole empire was a warlord style society and so there was constant rivalries between different rulers. As long as it didn't disrupt the empire itself, nobody cared that two neighbors were killing each other (which is something you didn't see in Europe except for the crusades).
