Depends on who you ask. I think the Brits overturned the guy trying to establish the "country" of Sealand. Found an article about an Indian man who claimed a stretch of land between Egypt and Sudan that neither claimed as his own and made himself King of that land.
Recognition is everything. If you can't get recognized by others, it doesn't matter if you declare yourself the king of Timbuktu. Either nobody will care, or people will call you crazy. But if someone does recognize you as such, then everyone else has to contest it. Ignoring it is an option, especially if it's only one country recognizing it. However, even if it's the most powerful country in the world, if they aren't willing to exert their influence in the proper way, it still won't matter.
