"Information" is entirely subjective to our perspective, ie our observations. And believe it or not the universe it not subject to this. Binary would be a jumble of ones and zeroes to any other species. A postulate of being able to understand it is being human, nothing about it is innate "information" decipherable by any sentient being in the universe.

Other animals communicate plenty. Also, regardless of which species you are, everything you experience is a pattern of neurons, which seems like information to me.

I think she tries to say that information needs to have something to understand it for it to be information. If I encrypt some file and do not give you the key, is these random bits information to you? I do not think so, it is impossible* for you to ever make sense of this file. Some things do not become information without some thing that can understand those things. Otherwise it is just noise.
