Make the difference between the players their equpment, not their stats. Drop stats and FEPS alltogether.
Make high end equipment complex and hard to make. The loss of equipment and base would be a bigger problem than losing the character.

I've been saying "remove stats" for a while now but nobody took it seriously. Everyone whines about hermits not being able to compete with hardcore 24/7 grinders and devs keep putting bigger roots on combat stats, which is the right direction but they're looking at it the wrong way.
If stats were removed, a hermit who can't grind 24/7 and make an insanely good character to even scratch the hardcore players, could for example grind low-level stuff like 3000 blueberries, and with those blueberries buy a set of good gear to be able to participate in combat, etc.
I agree with everything dageir said, although I do have to say scents and outlaw (no log off after crimes) still need to be a thing.
