Not a conspiracy, this distribution is called the The Pareto Principle, also known as the 80-20 rule.
It can be found literally anywhere, and a simplified way of understanding it comes from understanding the logic behind exponential curves and distributions.

Another example of this would be the idea that "the rich get richer": having more money makes more money. The same goes for post count distribution I guess. People who have a high post count are the active members, they'll be reading more threads, responding more often, sparking even more conversation. All resulting in a higher post count.
