Еxtension of the village

Hi all. i have a problem. Made a Village claim and then cant extend it. Village Banner didnt worked. or i make smth wrong? thx for answers.

Maybe you don't have enough Authority?

Maybe you didn't discover linnen by now, you need it for the banners.
