Basically title says it all, would you consider buying more cosmetic items if it was a reskin that you could use on equipped items (like in path of exile)

If we're talking reskin as in upgrade? Ie a red merchant robe, I'd be more than ok with that. But if we're talking merch robe > horse suit or something I'm not so sure. The gear players are wearing is useful information at some stages of the game world.

Mmmm, I'd prefer to keep it as account upgrades personally? So not physical items because that leads to too much drama. But definitely something along this vein (ie ability to dye the robe people see on you to X colour as a purchase) would be neat.

Have them like other cash shop items where if you die you can retrieve them from your hearthfire and anyone trying to steal them just sees them evaporate then have a dye slot like Terraria does for each equipment slot.

Full reskins are tricky because it's important to know if the person is wearing armor or not

true, but maybe add something for items like backpack, cape and belt. I remember playing a bit of warhammer online, they had a pretty neat trinket system, where u could decorate your armor with skulls, badges, charms, etc.
