Its a Ice Glacier and it is found on the snowy part of mountains (From what I've seen)

It's assumed it has something to do with the other ice spires and how much people have harvested from them.

They are all localised resources so its not because other people have been harvesting others.

Someone has already harvested that glacier. I believe they respawn shards maybe check back in a day or two? But I don't know the respawn rate you could end waiting a week or two who knows this early in the world.

You do not need a skill to harvest from my knowledge I was harvesting within first half hour online so honestly don't think u need a skill.
