Yes, you basically place a building sign in front of your enemy so he gets blocked and has to click to move around. So, it gets you usually a 1-2 seconds before enemy notices that he got blocked.

It was even worse in legacy haven where (with good timing) you could place a sign to make enemy move and then hit them the very second when they try to maneuver around it and so effect of it was opponent's defence dropping to 0, but that's not a thing anymore.
