I think ender's client during world 4 or 5 had a 'World chat' channel. It was pretty neat to pop in and see what was going on in there, occasionally. I think you're better off asking one of the many custom-client creator's to implement this, though, as it does sort of change the immersion and the scope that Jorbtar is conducing.
