I've seen them everywhere and I can't help but wonder what their use is. What do they even do besides wander around?
Did you do the you of the thing you were doing which primarily consisted of consisting through with land of the plaza of the Ville was never really very stools that you sit on to relax and eat cheese from the top of a stone tower while shooting a bow at a tamed pig that was dead and went after you in your basement at your parents house movie

fast travel - right click -> follow ( might come in handy when bear around)

Basically yes they are fluff right now and attempting to aggro one does nothing
