World resets can occure at ANY point. With little to no warning. It's when the devs think it's needed.

Since there aren't any unfixble bugs currently and the devs don't really want to restart the world you will have some months.

The altar itself was only buildable when the devs want it. It was a game to get a few weeks of time between announcement and actual recet without boring the players too much. Or in other words: There is no such thing here.
