Who is Fire and Ice?

This may be a dumb question, but recently a Realm named Fire and Ice expanded over my village. Who exactly are they? So far, my village was out of authority for around a week, yet i hadn't been raided. I thought for them to expand over me, they would have had to be pretty close. But i have no idea how far a Border Cairn expands the Realm. Basically, who are they, and are they friendly?

Just in case anyone is judging Fire & Ice by the contents of this thread, I wanted to weigh in with a comment.
Browsing the Fire & Ice Skype chat is in fact a most erudite and learned experience for any young intellectual. Just this afternoon Mr. Obesity led a discussion about the effect of post-modernism on twentieth century American jurisprudence. Prior to that there was a debate over whether Kennan's "Long Telegram" maintains geopolitical relevance for a Korean peninsula on which nuclear armed ballistic missiles exist.
Don't let Nikita's clever deception shield you from a truth so clear even Al-Ma'arri can see it: Fire & Ice may be a dominant player in Haven politics, but it is unquestionably the intellectual elite of the Hearthlands!
